The facility lies in Southeast Westmoreland, particularly the communities of Darliston,
Whithorn, Beauforte, Ashton, Beersheba, Bogine, Salem and Petersville.
Background and Purpose:
In 1995, the National Water Commission constructed an intake, raw water pipeline intake channel, four slow sand filters, a clear well and an administrative building in order to supply Southeast Westmoreland with potable (drinkable) water. The sources for supplying water to Southeast Westmoreland were the Roaring River, Blue Hole and Turtle River. However, over the years, a lot of deficiencies were experienced and this supply scheme became inadequate. Therefore, the Government of Jamaica made the decision to create the Darliston/Southeast Westmoreland Supply Scheme that will provide potable water to Darliston and the adjoining areas of Whithorn, Beauforte, Ashotn, Beersheba, Bogine, Salem and Petersville. In addition to this water supply scheme, the distribution system was improved and the additional areas that benefited from this improvement are Mt. Carmel, Highgate, New Roads, Richmond Lodge, Clifden, Chantilly, Chilton, Ormiston and Windsor Forest.

The outputs of the project were:
- The installation of a pumping station at Roaring River.
- The installation of the transmission and distribution pipeline from Roaring River to Whithorn.
- The construction of the reservoir and pumping station at Whithorn.
- The installation of the transmission and distribution pipeline from Whithorn to Caledonia.
- The construction of the reservoir and pumping station at Caledonia.
- The installation of the transmission main from Caledonia to Darliston.
- The construction of the reservoir at Darliston.
- The installation of distribution pipelines from Darliston to Maude McLeod School.
- The construction of a slow sand treatment plant.
Operator of the System:
The National Water Commission is responsible for operating and maintaining the supply scheme.
Status and Cost:
The project was completed at a cost of $272.5 million.
