PROJECT FINANCE OFFICER (Band 8) (VACANT)

Salary Range – $4,266,270 – $5,737,659 per annum and any allowance(s) attached to the post.

JOB SUMMARY

The incumbent is responsible for providing timely, accurate and relevant information for all projects so that management can track performance and make informed decisions.  Job purpose also entails the accurate preparation of monthly wage bill and reconciliation of major General Ledger Accounts (mainly bank accounts) to maintain the integrity of the systems of internal controls on which the preparation of financial and management reports depends.

EXPERIENCE & EDUCATION

  • Sc. in Management Studies, Accounting or equivalent
  • Knowledge of computer applications as it relates to Accounting Packages, spread sheets and word processing
  • Three (3) to Five (5) years in Accounting field is an asset

TECHNICAL COMPETENCIES

  • Knowledge of Spreadsheet Application
  • Knowledge of Accounting and Accounting systems
  • Knowledge of Accounting Conventions and Standards

DUTIES & RESPONSIBILITIES (includes but not limited to)

  • Assisting the Finance Manager in developing and maintaining the system of internal control, including Bank Reconciliation.
  • Prepare Monthly Project Expenditure Report to Parent Ministry
  • Timely and accurate preparation of all payrolls
  • Prepare and File Annual Payroll Returns
  • Travel to project sites being undertaken by RWSL to ensure the company is getting value for money.
  • Ensuring that the company’s Tax Compliance Certificate is always up to date
  • Timely updating The Sage 50 Accounting System with all Project related subvention requests
  • Maintaining and monitoring Job ledgers for all projects.
  • Produce on a timely basis Project Costing Reports to ascertain, among other things, the actual cost, the actual time, when compared to initial estimates.
  • Monitoring works-in-progress and to write of the costs of completed projects against the sum received to fund said projects on a timely basis.
  • Assist the Senior Financial Accountant in accounting for General Consumption Tax and Tax on Specified Services, including generating Certificates of Tax Withheld from the Tax Administration Jamaica (TAJ) online web portal.
  • Assist in the preparation of Audit Schedules
  • Group cost types and divided into phases representing consecutive stages of each job within each phase; track task for labor and material so as to identify expenses that are fixed or variable and their impact on the cost or price of a project.
  • Monitor estimates for each job and continuously tract actual to budget to identify which phase, task or cost type is under/over performing
  • Maintain statistical data on the various projects to help make informed decisions for future projects with similar scope.
  • Produce monthly job reports for the benefit of the engineering department and should among other things, show the progress of each job.
  • Performs any other duties that may be assigned.
